Why pixels and not characters?

Google measures rendered width. 'Illinois' and 'lilliputian' are eleven characters each and nowhere near the same width, so a character counter will tell you a title fits when it does not.

How accurate is the preview?

It is a close approximation of Google's rendering, not a pixel-exact copy — treat a result near the limit as 'likely to truncate' rather than a guarantee either way.
